The definition I've seen is schools where all or all but one bulge bracket have on campus recruiting. That would include most of the top 20 schools in the US. Additionally, some schools are of equal caliber but don't send that many kids so they're considered targets without the recruiting requirement.

At most top target schools, it really doesn't matter which organizations you're involved with on campus. Some schools do have investment clubs that feed into IB, but it's very self-selecting and those who end up getting jobs are from very diverse extracurricular backgrounds.
