AMD power management seems to be finally fixed in kernel 5.18. AMD Ryzen 5850U on my T14 Gen2 finally reaches 25W in performance profile. Before that it rarely went over 17-18W. (the workload is compiling Gentoo packages) So I suggest to install kernel 5.18 on the HP Dev One laptop as well if you decide to get it.
