You say it's defaulting to open in Notes, which makes me think you're running The Sims 4 using MacOS. .ini files are incompatible with MacOS, they're designed for Windows operating systems. Similarly, to make use of Reshade (or GShade) files, you'd need those applications to function, and these apps are not designed for MacOS.
