A way around this could be by making the mutation limit dependent on the dino, allowing tribes who want to too breed higher e.g. raptors can get 40 mutations while rexes are limited to 20 mutations. This would also balance creatures across the board as some species' can get to higher levels, allowing them to rival the apex creatures.
