For some reason the quest glitches if you have too many quests starting at the vault, or even with one. Ran into that problem a long time ago when modding. One trick is to pull the CC items out (unless you got a mod manager that can disable them) along with any startup quest mods. It loaded and I got to see Nate looking in the mirror finally. I exited and re-installed all the mods and infinite loading screen again on start new game. So, I guess it is the mods I have.
