Jul 5, 2009 · FF- I think what they're refering to is the fuel cut-off switch. That doesn't control fuel pressure except to either stop the pressure or start it. It simply cut's the fuel pump off in the case of an accident. Also, cranks and turns over are the same thing. It's not possible for it to turn over but not crank. Electrical - Not starting. If it starts after doing this it is probably the fuel pump relay or fuel pump.
