Yep, you need 5-15 pmc per raid and only after that you can join as scav. Everybody would love to do some quick scar runs to start hideout. Hence, thats why it takes ages to find a game. Also some maps, with mid-late game quests (like Lighthouse) its really difficult to get in as scav. Just played like 30mins ago as scav in Customs, took around 2mins. Less than 5 minutes. All times of day NA East. 1-10 minutes depending on time of day and map. Lighthouse is off limits because everyone's trying to get the loot and you have to wait 10+minutes only to find thoroughly a looted map.

While Scavs are a great learning tool and utility for gaining finances in Tarkov, they shouldn't be a measure for your skill in fights or the only character you play while experiencing Tarkov.
