My biggest recommendation is going for an Intel i3 12100 instead. Grab a cheap b series motherboard. I don't recommend using a single RAM stick, so I'd try to purchase an additional identical stick. Instead of purchasing a SATA add-on card, get a LSI 9207-8i HBA card. You can find them on eBay for cheap. I bought mine that came with cables.
I know N100 supports AV1 HW decode and H265 HW encode separately, but I'm wondering if anyone has experience of doing both of these at once in real-time? For example, an AV1 video on an N100 server running Plex with real time transcoded streaming to a device that only has H265 HW decode, and not AV1? So the Intel N95 has a PassMark of 5449 while the Intel N100 has 5632 which is fairly similar, in regard to Plex this means that you can do up to 2 1080p software transcode. Both also have Quicksync support so you can utilize Hardware transcoding when you own Plex Pass and enable it.All Intel CPU's since 8th gen support Hardware h.265. I believe all 11th gen and newer CPU's support hardware AV1. Even the last mobile Celeron (6305) had hardware H265, AV1 and strangely AVX-512 support.
Now in some scenarios I think the N100 is indeed better but sometimes it just struggles with a single stream. An example transcode from 4K DoVi/HDR10 is just not viewable. Tried it on 2 different devices (chrome and firestick 4k) that do need the transcode. TL;DR: Problem is that Plex will only hardware transcode when hardware-accelerated video encoding and HDR tone mapping are both disabled.
