So there's a pretty small chance to encounter a megaladon. Around a 1 in 6 chance, so 16% chance. There is a 0.014 percent chance that that megaladon will be a Shrouded Ghost. You can run those numbers yourself, but the odds come down to really fucking rare.
Nothing currently available that you can get in the game is even remotely close to as rare as the shrouded ghost, and because it is random, no amount of grinding or effort will change that, which makes it special.
